A movie in which a girl is raised by her sister and becomes a troubled teenager (Solved)

This is probably a television movie. A girl who goes by Lexie and is approximately six has a much older sister. The siblings' parents die and the young lady begins to raise the little girl. The child gets angry about something and declares that she hates her sister who responds with "What do you mean, darling?". A decade later, Lexie is wild and callous. Her guardian tells her that it's fine if she wants to be an actress, but to wait until she graduates from school to do so. The kid furiously and harshly says that she can't wait. Lexie develops a sexual relationship with a man and runs away from home. Her sister determines what has been happening and learns the applicable address. The woman finds her charge in bed with the man and threatens to report rape of a seventeen-year-old girl. She asks whom she arrives for "Is this the kind of life that you want?". Lexie finally realizes that there is something wrong, and leaves with her sibling.
