need help finding a movie

A relatively low-budget film released in like the mid-1990's, possibly straight-to-video. The actors were all pretty much unknowns I think. The heroine is probably in her mid-20s with long wavy dark hair. She's dating a cop, but is being stalked by an older, heavy guy with a beard. The guy gets her phone # and finds out where she's staying by using a reverse-directory, but when he climbs in the window of her house he slips and falls in a trap she set for him. He cuts his hands on thumbtacks she'd scattered on the floor. Her boyfriend talks her out of shooting the guy. It later turns out the her boyfriend's brother is in cahoots with this guy, so she's not out of danger yet.
Anyone know what movie this is?
