Title wanted for kids scuba adventure movie 1970/80s?

I remember watching a kids/family adventure film or TV movie that started with a small flying boat delivering a kid to an island, where he joins his friend in a scuba adventure, possibly featuring treasure and/or smuggling. Does anyone know the title?

Just a wild guess.
Perhaps the aussie tv film SMUGGLERS COVE aka DEAD MAN'S FLOAT?

As I read your post the first thing to pop into my head was the Canadian kids tv series The Adventures in Rainbow Country.
