Why has it taken so long to make the fourth & fifth Indiana Jones movies?

I mean it took 19 years to get Kingdom of the Crystal Skull out following The Last Crusade's release in 1989. And now the fifth movie has been pushed back until 2023, when Harrison Ford will be 80 years old.

Disney’s live-action studio also revealed that it is pushing back its untitled Indiana Jones reboot by almost a year, from July 29, 2022, to June 30, 2023.

It'd been neat if he did Indiana Jones 5 instead of Cowboys & Aliens in 2011. Peter Jackson could had ghost-directed it as a favor to Spielberg when they were working on TINTIN.
