I never noticed him staring obstensibly but he does have pierce, intense blue eyes so maybe that's why you get that impression. Otherwise, nobody can know if it's forced or unintentional- except himself. And in my point of view, he doesn't need any tricks to look charismastic.

Staring is exactly what he does, whether it's intentional it or not. Yes, staring. His large iris' make it seem even more exaggerated. Why do you 'hate' hearing it ,because he's cute & cuddley to you? Don't feel a need to approve.

Maybe he's very nearsighted and doesn't wear glasses or contacts? That's what David Hyde Pierce and James Spader used to do - just get by without any "visual aid". Neither can wear contacts.
I think Michael is just an extremely charismatic person. They chose (tiny) him over Eric Stoltz in Back to the Future for a reason.
