His brother is good actor, he is also good actor. Which one is better actor and which one is good, but not better ?

I think Ralph is the better actor and also the much hotter but Joseph is not bad at all

There is no comparison...
Ralph is a first line actor, famous, good in box office and one of the most talented alive.
Joseph is a reasonable actor, that was in some big productions, but is really present at minor productions of dubious quality.
