Lucy/Xena are on lists all the time, but I really like and agree with what the author wrote here. From IGN:

Taking a few Amazonian notes from Linda Carter's Wonder Woman, Lucy Lawless' Xena blazed a ferocious trail, proving to everyone that there was an international market for an action series based around a strong female lead. Successors were hit or miss (Buffy hit, Dark Angel missed), but no one could deny that Xena herself was a revelation. Book tie-ins, comics, video games, she was all over the world. And while fan-fic had existed in less notable forms before this show, the invention of the internet fueled thousands of fires.
Plus, the relationship between Xena and farm girl-turned-capable sidekick Gabrielle, which some assumed to be sexual in nature (egged on by purposefully inserted innuendos), helped Xena become a progressive icon and role model. Of course, this was also hotly contested. So we can also thank Xena for birthing the beginnings of what came to be known as an online "flame war."
But at the heart of it all was Lawless and her superb portrayal of a warrior trying to atone for past atrocities. Starting out as a villain on Hercules: The Legendary Journeys, Lawless' character made such an impression that she got her own spinoff. One that now eclipses the original show she appeared on.
