Oops on Marvel's part

The events from the Marvel movies tie into the events on the Marvel TV and Netflix series, so how did they miss Alfre Woodard playing a different character in her brief appearance in Captain America: Civil War than the one that she plays on Luke Cage?

Man I'm watching Civil War as we speak and I was hoping that her name was Mariah... but no. They screwed up

Not the only double-cast Marvel actor, actually. Enver Gjokaj has a bit cop part in The Avengers and then has a recurring role in Agent Carter (internet theory is grandfather/grandson). Nathan Fillion was in Guardians of the Galaxy as a random CG'ed alien but will return in Vol. 2 with less CG as Wonder Man (looks like just a small cameo again).

I wondered about this too, but if you also watched Luke Cage it seemed she and Stryker and Sunglasses guy wanted to wage a war against people with special abilities so after seeing Luke Cage I went back and rewatched Captain America CW and now I wonder if it was deliberate because the story of a "son" who parished when that city fell is what ultimately tore the avengers apart. She could have made that story up and never knew the man who died. She was a city councilwoman and had political connections. Anyways, just my thoughts...
