Is she playing 2 different characters in Marvel?

The mother of the dead man at the start of Captain America: Civil War, and she has a role in Luke Cage now also.

I think the two are distinctive enough that it works. I just watched her scene in Civil War comparing it to Luke Cage and it's believable that it's two seperate people who look somewhat similar.

I looked her up here too because I thought the same exact thing when I saw her in the first episode. I guess they can pull it off with her being 2 different characters, but it would've been cooler if she played the same character from civil war...
