Unlikely. In the comics Cap's love interest was Sharon Carter, Peggy's descendant, who appeared at the end of Captain America played by Amanda Righetti.

She was never given a name as the waitress, perhaps she is Sharon Carter. Maybe there is a reason why she liked him, because she knew he looked familiar, but couldn't put her finger on it, until he came into the resturaunt fighting without his mask on.
