One of the best take-aways from the Mueller report is the part about Donnie 'Diapers' T-ump Jr. In the report, Mueller stipulated that Diapers was clearly unable to understand the criminal code, so they couldn’t prosecute him.
In other words, Donnie Diapers is just 'too stupid to collude'.
