Wasn't he in a cameo in The Dark Knight Rises?

What scene? I thoight his voice in Year One sounded like Batman's voice in The Dark Knight Rises.

He played a young cop who almost shoots Batman. It was meant to be a funny scene. Maybe it was another actor, but I could swear it was him.

I know what who you are talking about. The look a little alike but it was Will Estes, who was the young cop that almost shot Batman.

Not a problem! Didn't have to even go back to watch the movie. I knew what scene you were talking about. Good to see both guys working now. Blue Bloods and Gotham respectively.
