No, he's not delusional. If you saw her topless scene in the movie "Live" and you compare to the topless scene in The Scribbler, her breasts are bigger.

It's not her naked in Live, they've used a body double in that scene.

I agree, her breasts look bigger in The Scribbler but look at some recent pictures @ the beach.

Katie filmed The Scribbler after Arrow's pilot, in 2012, this picture is from April/2014 so I don't think she had a boob job, maybe is CGI or a body double and they've CGI her face in the scene, IDK.

Looks like her breasts are bigger in Arrow. Maybe it's a good push up bra? In the movie Monte Carlo her breasts are significantly small in the bikini scenes.
