Women in Eastern Europe are by now the same as in the West: they rarely wear heels, rarely wear makeup, and are about as shallow and obsessed with their smartphones and Facebook as those in the West. In the 90s it was probably true that Eastern European women took greater care about their looks, but it's not true anymore.
And if you're talking about natural beauty, like good genes or something like that, it's a matter of individual taste, but I wouldn't agree there either. She's well above average for the US and she would be the same here.
