I've seen this movie a few times, and I could swear that Jonathan Harris has a small part in it, but he's not on the credits.

Is it him, or just someone who looks and sounds a LOT like him?

You're not crazy. I always thought it was Jonathan Harris who played Vadish, but it isn't. Just another actor with an uncanny resemblence in voice and appearance.

The actor who played Vadas was Joseph Schildkraut.

If you ever saw "Monsieur Beaucaire" (1946) with Bob Hope, Schildkraut played the Spanish General who opposed the marriage of the Spanish Princess to the French Duke.

The film is fantastic, as I just got through watching the second half of it on TCM.
One of my three favorite Christmas movies, next to 'It's a Wonderful Life' and 'The Bishop's Wife'.

These comprise three of my four Christmastime favorites, too.

Just add the 1984 version of "A Christmas Carol" with George C Scott as Scrooge, and David Warner as Cratchit. (Scott always brought such an intensity to all of the characters I saw him play!)

I think Schildkraut is best known for playing Otto Franck - Anne's father - in THE DIARY OF ANNE FRANK.
He is outstanding.

I think you're right: Otto Franck is probably his best-known performance.

However, keep an eye open for an old "Twilight Zone" episode titled "Deaths-Head Revisited".

Mr Schildkraut plays the "lead" ghost of the dead prisoners. It's a very moving performance.

Two other key roles for Schildkraut, not to be overlooked:

King of Kings (the 1927 silent) as Judas Iscariot; and

The Life of Emile Zola (1936), portraying the historical French army officer, Captain Dreyfus, who was framed and falsely convicted of treason by treacherous peers and society alike as an expression of their anti-semitism.
