Because Casablanca isn't the kind of property that the disposable income brackets get excited about seeing. People who love Casablanca just want to watch this one and a remake would basically have to pull off a grand-slam of a motion picture just to "tie" with the original. Who wants that kind of pressure with that kind of paltry payoff?

Sinatra as Rick is interesting. But I'm not keen on the idea of my #1 movie of all time being remade as a 'rat-pack' caper.

It has been remade many times, just not officially. That is, the plot has been used and re-used, I've seen it pop up in various other movies.

The only one that pops to mind offhand is "Barb Wire", a low-budget sci-fi mess starring Pamela Anderson in tight latex, in a dystopian spaceport where everyone is fighting over a couple of unnamed spaceship tickets that will get some lucky bastard off of that rock. There are others.
