I haven't seen this in years but the image that has stayed with me is the money floating at the end with the cops closing in to arrest Johnny, who refuses to flee and gives himself up because there's no use in running.

The fact that Johnny feels there's no use in running shows the plan was all or nothing. His 'freedom' in the world without money meant the same to him as being arrested.

That twisted way of thinking can mean whatever you want it to.
