What's with the Black + White/Color?

On IMDB it lists the film as having BOTH! I'm guessing the surfing footage is in color and the non-surfing footage is in b&w. Could anyone please let me know? I vaguely remember seeing it as a kid on TV and I think that was the case.

Yes, in some prints the surfing film shown is in color.
