Ok, it's not one of the best Disney animated feature films. The animation isn't very good due to how scratchy it is and it's repetitive on the way it recycles itself in certain scenes (not to mention it recycles stuff from the previous films). Plus the execution of the story is SO predictable. However, this movie makes up for those flaws by having charming likeable characters (Napoleon and Lafayette are the best side characters ever), great fun music, and entertaining voice work especially from Phil Harris, Eva Gabor, and Scatman Crothers.
