Broadcast networks are required to monitor their programming for "indecent" content from 6 a.m. to 10 p.m. (although the meaning of "indecent" is hard to define), after which the networks can show anything that isn't "obscene" (i.e., between 10 p.m. and 6 a.m., they are allowed to say the "f word" without putting it in context).
Cable, on the other hand, can show whatever they want, whenever they want. Most channels follow the lead of the networks (or, in many instances, go beyond that, censoring artistic nudity and moderate profanities that you can usually get away with on primetime networks), but premium cable channels (like HBO and Showtime) generally show everything uncensored. Regular cable channels such as Independent Film Channel, Fox Movie Channel, and Turner Classic Movies always show their stuff uncensored. I would not be surprised if Fritz the Cat gets aired on TCM (since it is a classic); the only reason it probably hasn't aired is because TCM doesn't air many animated films. IFC might also air it, but, again, they don't air a lot of cartoons (nor does Fox Movies, although they do air them a little more than the others; I've seen Bakshi's "Wizards" on there sometimes).
