I can't give a definitive answer, but my interpretation has always been that Zoot and Dingo are one and the same. Basically Zoot pretended to be her own twin sister so a to tell on herself. That is she wanted to convey to Sir Galahad just how naughty Zoot had been and to convince him of her need to be punished.
