No this film is not public domain in any way at all.

Also it is extremely unlikely that they would bother to restore a public domain film for release on Blu-Ray.

Don't they sometimes restore and re-release classic (public domain) films? If you're clever, "Public domain" doesn't have to mean "free".

If I love an old flick (eg, Nights of Cabiria), and a film lab undertakes a painstaking restoration (eg, Sviluppo e Stampa restoration lab), and I want to pay a distributor (eg, Criterion) to see that beautiful restoration on some media (eg, DVD), ain't nobody's business but my own!

But you're also RIGHT: Only a tiny subset films can be subject to this business model; I guess you could call them "extremely unlikely"!

Metropolis
