No, he was responsible for her sons death and he knew it. His guilt made him stand there and take her wrath.

That's right. And he had also put his own children in danger, so he could easily have been in her place. Brody was a decent man and a father so he understood.

Brody was clearly shaken and wracked with guilt for not pushing the closing of the beach harder or not resigning in protest. I doubt he was thinking about retaliation at that moment.

Brody should've immediately told her the person she needed to slap was the one standing next to him wearing a sports jacket with anchors on it!
