I would never eat a dog. I might take the occasional nibble from a killer whale...but whales are sooooo annoying, they think they're soooo smart!
I think we may have another shark problem.
Just saying, Pippet's owner was a very irresponsible person. You throw the stick for the very obedient dog into the sea? Ok that's strange in the first place. If the dog wants to go into the sea it will do so voluntarily, no need to coax it there with a ruse.
And then as Pippet goes to get the stick, some swimmer blocks it and and laughs about it. What is going on here? Where's the owner? No reaction from the owner. One should not let unknown swimmers to mess with one's dog.
And then the final thing, a killer shark eats the dog. What was the owner doing? Not aware of the whole thing. Looking elsewhere. Was there something more interesting in the other direction? Must have been, or bikini babes or something. What ever it was it was more interesting then Pippet fighting for it's life.
Pippet was just the appetizer for the Kintner boy.

Why does everyone believe that Pippet fell prey to the shark?
Animals have a keen sense of impending danger; for example, they get skittish before earthquakes and storms. A few years ago, an adult bear was spotted in the neighborhood where my friend and his wife lived. They personally didn't see the bear, but their two dogs were spooked and didn't want to go for their walks. After the police shot the bear, the dogs were back to their normal behavior.
After Pippet's owner tossed that stick into the ocean that last time, I can imagine Pippet thinking, "Uh-oh, there's something creepy in that water. See you later, stick; I'm outta here ..." I think it's quite plausible that Pippet just ran off somewhere, and later came out to join his (her?) owner when the danger was over.
The stick floating in the water while Pippet is no where around still effectively foreshadows the impending menace of the shark; only I would add that this menace was clear to Pippet in ways that humans can't intuit, thus causing him (her?) to take cover.
As much as I think you have a good point here, Pippets gone man. Just accept it.
