What was filmed in California? Hard to tell.

Like MEAN STREETS this is a New York set film, also shot in California.

Like MEAN STREEETS, you'd never know any of this was shot in California.

I know its been 6.5 years. The OP may not care anymore, or for that matter they may be dead.

The scene where the disabled guy grabs on to the taxi seems Californian:
One, that doesn't seem like any Manhattan street that I am familiar with.
Second, when he rolls down past a construction site-into garbage bags-I froze the movie and saw one California license plate on a parked car.

Besides, it may be cheaper to set up police station houses and cheap hotel rooms on the Hollywood back lot.

The disabled guy is played by Bob 'Close Encounters´ Balaban.

Finding out it was shot in California ruined it for me. No reproach to California as such, it's just that I was hoping for a gritty NYC in the 70s film with all the attendant eye candy. As it was it seemed to be shot very "tightly" with a zoomed in feeling focus on the characters and minimal background. They could get away with fudging the NYC part easier.

According to IMDB it was shot both in CA and NYC. All of the outdoor shots were absolutely Manhattan. Probably all indoor shots (including that amazing elevator scene) were filmed in the CA studio.
