Oskar stops growing because he does not want to be involved with the growing Nazism. When Nazi Germany is defeated, as symbolized by the death and burial of Oskar's German Farther, Oskar can start growing again.
He was also able to bury his tin drum to the grave of Nazism, because he didn't need it any more.

its been a while since ive seen it, but as far as i can remember, oskar doesn't throw himself into the grave, his brother throws some sort of rock or something and that knocks him into the grave.....i think. again, i havent seen it in a while, but thats what i remember.

he isnt a hypocrite. he only joins the traveling circus because its a chance to feel normal for once in his life.
the germans wouldnt have had a problem with the uniform. it was entertainment in the days of freak shows.
the only fanciful part of his time with the circus is the picnic on the bunker. but tin drum is in fact an absurdist film, so read into the bunker what you will. i think it adds to a handful of examples throughout the film exposing war as an act of madness.
