No evidence they did, and in fact, Luther's behavior makes it seem like he's just a thrill killer who acted on an (ultimately suicidal) impulse.
That said, it certainly would have made sense for someone in the mob to have wanted Cyrus taken out, if he'd got wind of their plans. And if that is what happened, it's one time where the mob would have done the cops and the rest of society a favor; as bad as regular organized crime is, having street gangs all over the city squeezing people every day, and operating in numbers too great for the police to keep up with, the way Cyrus envisioned... it would have been disastrous for civil society.
Well said! It would have been the smash and grab times a million.
But no doubt Cyrus and his minions would have been rubbed out by the mob rather quickly once they started to squeeze mafia businesses and interests.
The biggest flaw in the 'gangs taking over and running the city' is that there is not a finite amount of cops.
If the gangs tried to take hold, more cops would be drafted in from all over.
And it's a certainty that the army would be brought in. The city would probably be locked down, martial law, curfew etc.
Great premise for a movie, but it was never going to work.
I agree. Especially at that time period depicted. Martial law indeed and National Guard troops with orders to kill. They shot looters back then and would do the same for what Cyrus proposed.
