Simple answer is No.

Escape from L.A. was terrible and didn't need to be made.

was it yes but maybe it was the mid 90's CGI that was bad

It was absolutely terrible compared to the first film.

But I like the idea of an old Kurt Russell Snake asking for help from the paramilitary police and being refused, then stealing a vehicle to sneak his way back in (which results in a chase) to find and save someone that means something to him.
