It's quite clear that Cundey was referring solely to the "blood test" scene. They intentionally left the ending ambiguous.
Also, every theory about the ending of the film has problems. Not a single theory I've ever heard was conclusive. And that is EXACTLY the point and why the film is a masterpiece.

Also that falls flat, when you rewatch that scene. Every character, including Palmer, has an eye glint at some time.
