Wouldn't McKittrick's idea backfire?

If the computer was in charge of launching, and then "learned" there was no way to "win the game", wouldn't that mean it wouldn't launch any missiles at all, even if the US was attacked first?

It wouldn't have learned until it was all over.

But it wasn't going to launch until it found a way to "win" the game. So even though it thought we were under attack, wouldn't it have just kept trying to find a way to win, and not launch? Remember, it thought we were attacked, and never launched because it found no way to win.
