PLEASE HELP! Another movie with a creature from the sewers!

I saw this movie several years ago, I'm not sure if it's from the late 70s or early 80s. It begins with two sewer workers trying to fix a drain problem. One of them was fat and had a beard and the other was black. A creature attacks the bearded guy and it kind of sticks its tongue (or whatever it is) into the man's mouth.
During the course of the movie, we learn that the creature feeds on human spines and eats them through its victims' mouths...

I've been searching this movie for years.. does it sound familiar to anybody?
