kind of similar movie
there's a movie I watched years ago. It involved a serum that could regrow/regenerate lost limbs. Somehow the characters end up in the sewers, and there is some strange cult living there. It had awesome effects.
I cannot remember what it was called for the life of me....
I know the ending had the scientist with his arm tied to the wheelchair, (because it was super strong and could detach... and do whatever he wanted it to do.) Then his mother kisses him (i think)....
