Why?
Because of the pool?
That could have been down to the owner not being prepared to spend money on it.

If those pen pushers up at city hall don't like it,well, they swivel on this middle digit!

Yeah. If the owner doesn't want to pay to keep the pool in good shape and filled with water then they simply don't do it. Besides, he seemed like a decent enough handy man, I mean he did fix that leaky faucet pretty quickly, when he actually got around to it.

the symbolism of the pool was to show that the place was a dump and Daniel was right about not moving to California.
That their dream of a beautiful life in Cali was just that a dream.
