He plays a henchman (baddie!), from a Latin American country.
It's strange that his own website doesn't cite this role, but given that he was at the time still - from his IMDB record - still entrenched in his career in Spanish films etc. (e.g. 2 films directed by Pedro Almodovar, in 1988 & 1989), maybe this was just a brief intro to US TV. He wasn't in his first roles in mainstream USA films (albeit small roles!) till 'The Mambo Kings' in 1992 & 'Philadelphia' a year later in 1993.
