I always thought that Heather was a fairly intelligent girl.
So, why does she have an air-head like Angela as BFF?

Really? I always thought they painted Heather as a mediocre student. She always seemed to be getting in trouble about her grades, at least in the first few seasons. I thought her friendship with Angela made sense, of course with Heather being the smarter one of the two.

In addition, Heather also did pretty dumb things herself, like when she got a job at a local record store, but forgot to ask how much she was getting paid, as well as allowing a boyfriend to steal records from the store without paying for them, and also hogging the phone in the first episode, when it was clearly stated that Marsha was expecting a call from the domestic agency.

True. Heather was clearly intelligent, if not the best student as another post mentioned on this thread.

I guess it wasn't too extreme that she hung out w/ Angela, but yeah--I lean towards the idea that she could do better.

Actually, a person can be intelligent and yet do poorly in school.
There are numerous contributing factors to poor grades: lousy teaching, lack of motivation, too much concern on "standardized tests", etc.
It's sad to think that Heather felt she had to have a dipstick like Angela around to make her look good in comparison.

I think it was because the whole Owens family was dysfunctional and nasty and Angela was sweet, kind, and pure.

I just think that it was something they did in shows from the 1980's...Carol on "Growing Pains" had seriously stupid friends and she was a genius and Samantha on "Who's the Boss" had ditzy friends when she was younger.
