Was he the simpleton farm boy from the first film, was he supposed to be Lord Humongous after that crash in the second film, or was he a new character?

It's rumored that he maybe the same simpleton boy from MM1... but his not played by the same actor. However, the same actor does appear in MM2 as one of the Papagallo's People, and captured victims straped to one of Hummungus Junk Cars
