What was the Minister of Defense thinking?
He originally said that he wanted Doug and Col Masters to be together when they die. Than he said "let him land, than cut him to pieces" about Doug. Than when Doug is still landing he gives the order to shoot Col Masters, which gives Doug the chance to get back in the air and attack the mobile AA units. If he'd waited for Doug to come to a complete stop he would have been able to shoot Col Masters and Doug at the same time.
