Yes, and the scene where Dollarhyde captures Lounds further explains the 'lies' about the baiting. And this is the point (in bed with Reba) where Dollarhyde begins struggling with who he is. Until he imagines Reba with her co-worker and declares "Francis is gone"

This scene between Dollarhyde and Reba in bed is just magic and one of the finest scenes of this very good film, maybe Dollarhyde is crying because he realized that his relationship with Reba is doomed, because of his insanity...he has just found what he wanted the most in the world: being accepted by someone, and maybe he realizes when he gets this that he wasted his life killing people, instead being happy with a woman...such a tragic, touching character.
