Alec's accent?

I've never seen the film of 'Maurice' (shame on me!), but I've read the book and seen 'My Beautiful Laundrette', and Alec's accent should be East London, tempered a bit with a rustic accent of some sort. And, you're right, Johnny's is East End - so there you are : if you want sexy gay man with whom to spend the rest of your life, boogie on down to London's East End!

In the book it's stated that Alec's from Osmington in south-west England and the accent in the film is also a south-western one (if I remember correctly). Reading Alec's conversations in the book, though, I can imagine it being a London one (I actually read it as a Cockney one, perhaps because I preferred that accent).

...it's a South West Country accent in the film. Typical of the counties of Cornwall, Dorset, Devon.

Definitely not an East London accent. As others have said, it was definitely south-western.
