There is some kind of mutant woman walking around and she says to a guy "kiss me on the mouth" or "kiss my mouth." ? I kind of vaguely remember this scene and thought it might be this movie. I might've watched it at a mates house back in 1988 or something.

Yes, but she's not a mutant. She's the "Drunken Wench" played by Miriam Zucker.
