Alfredo 'Philippe Noiret' is dubbed in Italian.

Apparantly this is very common in European films because they don't just use actors from their own country. When I read Ingrid Bergman's autobiography she states that she went to a lot of trouble to improve her Italian when she was filming in Italy. She asked the director (Roberto Rossellini, who later became her husband) if she could say her lines in Italian because she thought she was pretty good, he looked at her with a questioning look, shrugged and replied 'speak however you like, it's going to be dubbed anyway'

He says his lines in french. I think he does so in "Il Postino" (The Postman) as well.

Yeah, just about (or entirely) everything was dubbed. That was disappointing. Even though I don't know Italian, it was often quite distracting. It appears there was not even any serious attempt to sync the mouth and the sound, just to have vocal sounds at roughly the same point the mouths were moving. I still like the movie a lot, but it's in spite of the dubbing.
