Question about some rare songs from the movie. (Real fans only)

I got my copies of BEST OF THE BEST 1 & 2 movie soundtracks.But the question is,
have somebody ever heard about David Steele, who performed song "enemy" in the movie. The one that can be heard while Tommy is riding his bike?
The song did not make it to the album, and I can't find any simple information about it.
