In the beginning of the movie, Pat Johnson, the tournament official who took a bribe from MiyaGAY, left a message on the Cobra Kai Dojo's answering machine. The message said that, since the Cobra Kai had not paid their financial dues, they would be dropped from the tournament rolls.

We never saw any indication that MiyaGAY had a valid dojo, business registration certificate, health inspection, tax registration, liability insurance, safety inspection certificate, dojo name, dojo location, dojo rules (available for examination), affiliation with any organization, a dojo that was open to the general public or even other students or any sort of equipment or uniforms.

We also never saw MiyaGAY paying any dues or signing any paperwork to register MiyaGAY-Do dojo. Since he never paid dues, his tournament entry was illegal and, thus, null and void.

Except they allowed people to enter on the day. This is common practice in open events even to this day. It is up to the tournament hosts to check whether or not applicants are qualified under THEIR criteria.
As for whether or not Miyagi had insurance, that became a legal requirement in the 90's and was not relevant in the 80's.
As for being part of a governed body, it was an OPEN event!
So all in all quite legal.
