Is this a plot hole?
After the opening car chase, the drug dealers escaped, and the Captain says "This was just suppose to be a routine drug bust".
But if the cops knew which drug dealers to bust and new who they were, how come the police didn't go to where they live or hang out, and arrest them, afterwards to get more info on the men who escaped?
Surely the police must have known who at least one of them was, if they were doing a drug bust, so why didn't they bring in that one person for questioning and possibly arrest him and pressure him to cutting a deal and giving up his associates?
