After watching the film again last night you can see how Riggs played this. He wasn't apporaching her in the supermarket blind. He's already encountered Rika twice in the movie before and both times involved casual flirting so he KNEW that she KNEW what was going on. He had familiarity. He KNEW she had an interest in him and even as a viewer you can easily spot this. Knowing this gives a man an extra boost in confidence.
He then goes to the supermarket and uses "I wanted to thank you and apologize" as a blatant excuse to follow her. He then teases and jokes with her to playfully set the flirty mood and to get away from the serious topic of her job. She flirts back with, "I never know what I'll be hungry for for one day to the next." This is a massive greenlight, and so he suggests coming back to his for dinner. Naturally she gives token resistence and says no (cos her logical mind tells her she cant do this so soon and look easy even though her emotions tell her she wants to). Riggs recongnises this as typical female niggles and persists and makes fun of it by threatenting to embarrass her and distract her logical mind by making her laugh and rousing her emotions further.
Also Rika is a hot *beep* chick and is USED to men hitting on her so KNOWS how to handle herself and flirt back.

Man you couldn't be more right now i understand why he approached he so confidently he knew she was into him the fact that you know for sure a woman likes you more than a friend gives you so much confidence but then Rika tried to deny her attraction towards Riggs but Riggs already knew what was going on there XD.
