Of course not. The older, rather elegant woman, who wants to make a pie for her granddaughter's birthday, is the owner of the house. The shorter, tubby woman, who is excited by Kiki being a witch and secretly tries out the broomstick, is her servant, housekeeper, maid, whatever you like to call it. An employee, anyway.
There's a very similar pair in Arriety, with the maidservant character being used for comic effect in both films.
