OK so I went through that thread, it is full of people attacking the OP for having some type of fetish or being angered by it, but the OP only seemed a little put-off by it.
I, personally, was just wondering if anyone noticed. Someone mentioned the film Annie and which the dress flies up a few times, but that's completely different. That's something that happened during filming, wasn't looked at as sexual, and therefore wasn't deemed important to remove. But this film is animated. That means each time the dress flies up and the bloomers are shown, it was a conscious choice by the animator to include that. I mean, showing that's what happens when a young witch flies on her broom is one thing, but the volume in which it occurs almost seems to point to ulterior motives for including it. Every sequence of her flying on that brook includes at least one bloomer-shot, and that seemed odd to me.
I mean it's either perverted & sexual, or lazy, repetitive animation.

Just because you're too stupid to understand it, doesn't mean it's a plot hole
