1. He's on a power trip and would never miss an opportunity to bully someone who's very clearly weaker than himself
2. Hero complex + heat of the moment
3. (And most likely the right answer) He's what the French call les incompétents, aka he's a bumbling idiot, hence why he's been assigned the job of writing parking tickets and not chasing criminals.

Funnily enough back then a candy bar cost less than 50 cents. Unlike today in Illinois where because of $13 dollar an hour minimum wage they are $1.68.

I'm about Macauley's age, but couldn't remember offhand what candy cost was when I was kid, so I just threw out what I thought was a "cheapie" amount

I remember in the mid 90s Walmart having them for only 48 cents plus tax.

Yeah, now that you mention it, I guess I kind of do remember the grocery store having sales on certain candy bars once in awhile that were 3/$1. That was pretty sweet.
