Why won't IMDB allow a zero stars rating vote?

Seriously, this movie was terrible in every way imaginable.

I gave it one star for the the movie's only redeeming outcome: the end of Ice's acting career.

They aren't exactly scientific in their reported tabulations, finding it better to give a "weighted" version, so I wouldn't really sweat it. Most folks are reluctant to admit that any movie rates a 1 or 2, so the results are inflated.
