I don't understand why would Spencer's dad send Spencer to a shelter for homeless teens? Why not just send him to a relative for his punishment?

If there is 1 thing I don't understand to this movie at all, it would be that outside of Lisa Zanes character and John Do's, there is no connection to any of the kids at the shelter on why they are there.
as far as Dream Warriors NOES 3, we at least know that many of the kids at the Ward, are sleep deprived, and their unique positions or dispositions share a common story. Not so in Freddys Dead. Were scrambling to try to understand how the kids Deaths tie into each others, even though the Deaths differ in nature.
That's what Lost me watching this movie.
